I'm not necessarily looking for the cheapest boots out there, but I'm also trying to avoid $200+ for a pair. Here is what I have compiled so far, and I'll be adding on to this list as I find more boots. Aside from quests, the best way to level up is to kill Centaurs/Floaters/Aliens during random encounters. You can find them northeast of SF. You should be getting around 3k or 5k for each encounter depending on their numbers. They don't really do that much damage, but they have a lot of HP.

Now I'm aware of imperial boots and crowprops, however as a UK resident they are both pricey and may take a while to get here. Got an R1 undersuit and boots on the way.
