The only difference in terms of functionality between an Explorer II and a GMT Master II is the rotating bezel allows for tracking a third timezone. The first 1655's were not GMT'S but we're only for determining AM/PM - that has long since changed.
The first and most obvious difference between the two models is the size of their cases. The Explorer II's case measures 42mm, slightly larger than the 40mm case of the GMT-Master II, as shown in the photo above. The Explorer II is fitted with a 3187 movement, a larger and thicker version of the 3186 movement found in the GMT. The Explorer ii is two millimeters larger being 42 millimeters in diameter which attributes to that larger larger hands and tiny bit larger markers for that easier view easier readability of the dial.
